UP NEET PG Counselling 2024 Eligibility Criteria
For participating in Uttar Pradesh NEET PG Counselling 2024, here are some of the necessary conditions to be fulfilled, namely-
- Students who have qualified the NEET PG 2024 or NEET MDS 2024 exams can participate in the UP NEET PG Counselling 2024.
- Students must have completed their one-year compulsory rotatory internship by 30th June 2024 for MDS courses and by 15th August 2024 for MD/MS/Diploma/DNB courses.
- Students who completed their MBBS/BDS from government or private medical and dental colleges in Uttar Pradesh can apply for both government state quota seats and private medical college seats.
- Students who completed their MBBS/BDS from AMU Aligarh, BHU Varanasi, or AIIMS Raebareli/Gorakhpur cannot apply for government state quota seats in UP. However, they are eligible for seats in private medical and dental colleges.
- Students who completed their MBBS/BDS from outside Uttar Pradesh can only apply for seats in private medical and dental colleges in UP.
- Candidates who have already taken admission through an earlier NEET PG/NEET MDS exam are not eligible to participate in NEET PG 2024/NEET MDS 2024 counselling until they have completed and passed the course they are currently enrolled in.
- Only NEET-qualified PMHS candidates (as listed by the Director General Health Services under UP government policy) are eligible for weightage in the UP NEET PG Counselling 2024, as per the norms.
- Only candidates currently in service are eligible for state quota DNB seats.
Here are some of the conditions applicable for Foreign Medical Graduates (FMG) or Foreign National Candidates for participating in UP NEET PG 2024:-
- The eligibility criteria for foreign medical graduate states that Indian citizen or overseas citizen of India who have obtained primary medical qualification from medical colleges outside India should have qualified for Foreign Medical Graduate Examination (Screening Test) as per Screening Test Regulations. Additionally, candidate should have been registered with NMC and should have completed internship on or before 15th August 2024.
- The basic medical qualification equivalent to MBBS should be recognized by the National Medical Commission.
- Foreign Nationals who are required to have security clearance, shall obtain security clearance from the Ministry of Health Affairs (MHA) before applying for NEET PG 2024 Exam. The security clearance shall be required to be submitted while applying for NEET PG Exam.
- NMC may on payment of Registration fees, grant temporary registration for the duration of Post Graduate course limited to medical college to which the student admitted for time being exclusively for postgraduate studies.

UP NEET PG Counselling Process 2024-25
For participating in Uttar Pradesh NEET PG Counselling 2024, here are the steps to be followed, namely:-
Step 1 – Registration
The primary step is to register on UP official website i.e. https://upneet.gov.in/ and fill the application form. For Uttar Pradesh NEET PG Counselling, student will be required to mention NEET PG 2024 Roll Number & email id used at the time of registration on NBE website for NEET PG 2024/ NEET MDS 2024.
Student is also required to mention his or her own name, father’s name, mother’s name, date of birth etc. After registration form is completed and displayed , candidate have to enter domicile category, sub category, in service (PMHS) employment status and MBBS passed form, address.
Step 2 – Payment of Registration Fee
Post successful UP NEET 2024 Registration, candidate will make payment of registration fee only once of INR 3,000 /- for 1st, 2nd & 3rd Round of Counselling. Student must note that fresh registration will be required by the student to apply in Stray Vacancy Round separately with Registration fee of INR 2,000 /- that is non-refundable.
Step 3 – Security Money Deposit
Paying security fee is important as if security fee is not submitted by the candidate then he/she will not be permitted for choice filling.

Step 4 – Declaration of Merit List
After paying the registration fee and security money deposit, merit list will be declared on the basis of student’s NEET Rank.
Step 5 – Choice Filling & Locking
Student can then begin to fill the choice of college in which they wish to study. However, it is important to note that choice filling process is compulsory and if choices filled are not locked then online allotment will not occur. Once choice is locked, it cannot be altered/ modified/ changed.
Step 6 – Declaration of Result
After the choice filling and locking process is completed, the authorities will process the data and allot seats to candidates based on their NEET PG 2024 rank, the choices they have filled, and the availability of seats in the respective colleges.
Step 7 – Download of Allotment Letter
Once the seat allotment result is announced and you have been allotted seat, download the allotment letter for future use. Thus, student who has been allotted seat will have to download the allotment letter before reporting at the allotted medical college/ designated nodal centre.
Step 8 – Admission
After downloading the allotment letter, you must report to the allotted college within the specified time frame. Ensure you carry all the required documents for verification.
Uttar Pradesh NEET PG Counselling 2024 – Service Bond
Students seeking admission to Government Medical or Dental Colleges in Uttar Pradesh must fulfill a mandatory service obligation within the state, as per the established rules, and sign a bond.
The bond duration is of 2 years. For those pursuing an MD/MS, a service bond amounting to INR 40 lakhs is required, while students enrolling in a PG Diploma need to commit to a bond of INR 20 lakhs.
Upon completing their course, candidates are expected to work as Senior Residents or on a contractual basis in government medical colleges, or serve as medical officers/specialists in district hospitals or community health centers, excluding major metropolitan areas.
In summary, students who complete their postgraduate medical education must commit to a 2-year service bond, either by working in designated government medical institutions or by paying a bond amount (?40 lakhs for MD/MS or ?20 lakhs for a PG Diploma) if they fail to fulfill the service requirement.
Additionally, according to the government order, if a candidate leaves their seat after the final round of counseling but before completing the course in a government medical or dental college, they will be debarred from the admission process for the next academic session.
In simple terms, if a candidate abandons their seat in a government medical or dental college after the last round of counseling and before completing their course, they will be banned from participating in the admissions process for the following year.
Uttar Pradesh NEET PG Counselling 2024 Major Changes
For the 2024 Uttar Pradesh NEET PG Counselling, there have been some important updates that all students should be aware of-
1. Internship Completion Deadline – students must complete their internships by specific dates to be eligible. For MDS courses, the deadline is 30th June 2024, while for MD/MS/Diploma/DNB courses, the deadline is 15th August 2024.
2. Free Exit in Round 1 – One of the significant changes is that students are allowed a "free exit" during the first round of counselling. 4. Forfeiture of Security Money in Round 2 – If a student is allotted a seat in the second round and chooses not to take it, their security deposit will be forfeited. This means that students must carefully consider their choices before participating in the second round.
5. Penalties in Round 3 - The consequences become more severe in the third round of counselling. If a student is allotted a seat in the third round and decides not to join, they will lose their entire security deposit and 50% of the course fees. If the seat is in a government college, the full course fees, along with the security deposit, will be forfeited. This strict policy is designed to ensure that students make committed decisions and reduce the chances of seats going vacant unnecessarily.
