Regarding the creation of admission rules for MBBS and BDS courses offered by government and private medical and dental colleges, autonomous medical colleges, institutions, and universities in the state for the 2025-26 academic year
Eligibility Criteria for UP MBBS Counselling 2025-26
- Must Qualify NEET UG 2025
Only candidates who appeared for NEET UG 2025 and qualified are eligible for counselling.
- UP Reserved Category Candidates
If you belong to a reserved category from Uttar Pradesh, you are eligible as per the reserved category cut-off marks released by NTA.
- Reserved Category Candidates from Other States
Candidates from other states (even if they belong to SC/ST/OBC) will be treated as unreserved (general) category. They must meet the general category cut-off to register for UP counselling.
They won't get the benefit of reserved category cut-offs in UP.
Eligibility for Government Colleges (in UP)
You must be a native (original resident) of Uttar Pradesh.
- If you have passed both High School and Intermediate from UP, you do not need a domicile certificate.
- If you passed one or both from outside UP but are originally from UP, you must submit a domicile/residence certificate issued by the UP government.
Eligibility for Private Medical/Dental Colleges (including Minority Institutions)
- Domicile is not required.
- Students from any state can apply, even if they studied outside UP.
Not Eligible if You Didn’t Take Admission Last Year
Candidates who were allotted a seat in the Stray Vacancy or Special Stray Vacancy Round in UP NEET UG 2024 but didn’t take admission, cannot participate in 2025 counselling.
- Educational Qualification
- Must meet the NEET UG 2025 qualification criteria as given in the NTA information brochure.
Registration (Step By Step) for UP MBBS Counselling 2025-26
- All candidates must register at https://upneet.gov.in and pay the registration fee to take part in counseling.
- The registration fee is INR 2,000 for the first, second, third, and stray vacancy rounds.
- To join the stray vacancy round, all eligible candidates must register again.
- The registration fee will not be refunded in any case.
Security Money for UP MBBS Counselling 2025-26
- The security money for counseling is:
- INR 30,000 for government medical/dental colleges
- INR 2,00,000 for private medical colleges
- INR 1,00,000 for private dental colleges
- If you want to apply for both government and private (medical and dental) colleges, you only need to pay INR 2,00,000 as security money.
- If you want to apply for both government and private dental colleges, you only need to pay INR 1,00,000.
- The security money must be paid online. Without this payment, you won’t be allowed to fill your choices.
- If you don’t get a seat after all rounds of counseling, your security money will be refunded as per rules to the same account you used to pay.
Verification of Records
- Verification of records of the candidates participating in counseling under UP NEET UG-2025 will be done through online medium. The following records will be uploaded by the candidates for this:-
- High School Marksheet/Certificate
- Intermediate mark sheet
- Certificate related to reservation (OBC, SC, ST, EWS & EX. Army, NCC, FF, PWD) (if applicable)
- Domicile Certificate (if applicable)
- At the time of registration in UP NEET UG 2025, the candidate will have to select one of the following nodal centers for online verification of records:-

Reservation under UP MBBS Counselling 2025-26
A. Reservation for UP Domicile Candidates
In all state-run medical colleges/universities/autonomous institutions (except those under the Special Coordinated Plan), reservation in state quota seats will be given to original residents of Uttar Pradesh as per the latest government list:

B. Reservation in SCP Colleges (Govt. Medical Colleges in Ambedkar Nagar, Kannauj, Jalaun, Saharanpur)
The state government has fixed the seat distribution in these colleges as:

For Female Candidates | 20 percent |
Important: As per court orders, horizontal reservation is only applicable within the candidate’s vertical category (e.g., SC, ST, OBC, etc.).
No Reservation for Other State Candidates
Candidates who have migrated to Uttar Pradesh from another state/UT will not be given any reservation benefits.
Vimukt Jati (Nomadic Tribes)
- No separate reservation is given to Vimukt castes.
- If their caste falls under SC/ST/OBC, they will get reservation under those categories.Valid Reservation Certificates
- All reservation certificates (except disability and NCC) must be issued by UP authorities in the format prescribed by the UP government.
- Certificates issued for central government jobs will not be accepted.
- Disability certificates must be from centers approved by the Medical Counseling Committee (MCC), DGHS, Ministry of Health & Family Welfare, New Delhi.
- NCC Certificate (C with B grade) must be issued by the competent authority in the correct format.
- OBC and EWS Certificates must be issued on or after April 1, 2025 to be valid.
D. Reservation in Private Minority Medical Colleges
- 50% of seats will be reserved for candidates of that religious minority,
- The remaining 50% of seats will be open to all candidates.
Minority Certificate Rules
- For UP natives who converted to another religion, the minority certificate must be issued by a UP authority, under the UP Prohibition of Conversion Act, 2021.
- The following officials can issue minority certificates:
- DM/ADM/SDM/City Magistrate/Tehsildar
- Or any salaried magistrate authorized by the DM
- Or the District Minority Welfare Officer
- Candidates from other states can also submit minority certificates issued by the respective state’s competent authority.
Counseling & Allotment Process of UP MBBS Counselling 2025-26
General Guidelines for UP MBBS Counselling 2025-26:
- State quota counseling will follow the NEET UG 2025 schedule issued by MCC, New Delhi. A separate timetable for UP counseling will be shared by the Director General, Medical Education, UP.
- Counseling will be conducted online in 4 rounds:
- Round 1
- Round 2
- Round 3
- Stray Vacancy Round
- Candidates can upgrade their seats from Round 1 or 2 to Round 3.
- If a candidate is reallocated to a new seat, the old seat will be vacated automatically.
- If a candidate re-chooses the same seat in the next round and is reallotted, they must complete admission again. If they don’t, the seat will be cancelled.
First Round Counseling
- If a candidate doesn’t take admission, their earnest money is refunded (Free Exit).
- These candidates can still participate in Round 2 or Round 3.
Second Round Counseling
- Candidates from Round 1 (not allotted or took Free Exit) don’t need to pay earnest money again.
- If you get a seat and don’t take admission, your earnest money will be forfeited. To join Round 3, you must pay earnest money again.
- If you were admitted in Round 1 but don’t join the new seat after reallocation in Round 2:
- Earnest money is forfeited
- Other fees (except admission fee for govt colleges) are refunded
Third Round Counseling
- No need to repay earnest money if you’ve already participated in earlier rounds.
- Admission is mandatory if allotted a seat. Otherwise, earnest money will be forfeited.
- If you were already admitted and don’t join the new seat after reallocation:
- Govt colleges: All fees including earnest money will be forfeited.
- Private colleges: Earnest money + 50% of tuition fee will be forfeited.

Stray Vacancy Round
- Only eligible if not allotted a seat in any round of UP NEET UG 2025 counseling.
- Students admitted through All India Counseling or other states' counseling cannot participate.
- Students admitted in BDS via earlier rounds can apply for MBBS in this round, but must pay the earnest money.
- All participants must register fresh and pay a INR 2,000 registration fee.
- New participants (not in previous rounds) must also deposit the security amount.
- Candidates who already deposited earnest money in earlier rounds don’t need to pay again.
- Original documents must be shown during admission, or it will be canceled.
- If a candidate doesn’t take admission after being allotted a seat in this round:
- Earnest money will be forfeited, and
- The candidate will be banned from UP NEET UG 2026-27 counseling.
Admission Process of UP MBBS Counselling 2025-26
Government Medical/Dental Colleges:
- Candidates must visit their allotted government college in person and pay all required fees to complete the admission.
Private Medical/Dental Colleges & Minority Institutions:
- As per a Supreme Court order (Writ Petition No. 267/2017, Dar-us-Salaam Educational Trust), admissions for private colleges will be done at assigned nodal centers.
- The list of these nodal centers will be announced by the Director General, Medical Education, Uttar Pradesh.
What to do at private college nodal centers:
- You must go in person to the nodal center and pay the tuition fee via demand draft (in favor of Director General, Medical Education and Training, Uttar Pradesh, Lucknow).
- Note: The security deposit can’t be used to pay the tuition fee.
Documents Needed:
- You must submit original educational certificates and reservation certificates at admission.
- If originals are missing or incorrect, your admission will be canceled.
Data Update:
- The college/nodal center will enter your details on the NIC portal — only these entries will be valid.
Fake Documents:
- If any document is found fake, your admission will be canceled and legal action will be taken. The candidate will be fully responsible.
Medical Fitness:
- A medical check-up will be done by a board at the college/nodal center.
If you’re shifted to Another Government College:
- The previous college will refund all fees except the admission fee. You must pay full fees at the new college.
Regarding Resignation in UP MBBS Counselling 2025-26
How to resign:
- Only candidates who have completed admission after allotment can resign.
- You must submit your resignation in person at the same college/nodal center where you took admission. Resignation sent in any other way will not be accepted.
- The college/nodal center will update your resignation on the NIC portal — only resignations updated there will be valid.
Resignation Rules by Round
- First Round:
- You can resign up to 2 days before the start of choice filling for Round 2 (example: if Round 2 choice filling starts on 24 July at 11 AM, you can resign until 22 July at 11 AM).
- If you resign on time, you’ll get a full refund of earnest money, and other fees (except admission fees in govt colleges) will be refunded.
- Second Round:
- You can resign up to 2 days before Round 3 choice filling.
- Your earnest money will be forfeited, but other fees (except admission fees in govt colleges) will be refunded.
- Third Round:
- After Round 3, no resignation is allowed for government colleges.
- If you resign 2 days before the stray vacancy round:
- Govt colleges: all fees and earnest money will be forfeited.
- Private colleges: earnest money + 50% tuition fee will be forfeited.
- Stray Vacancy Round:
- If you resign after this round or leave before finishing the course, all money paid will be forfeited, including earnest money (even if refunded earlier — you’ll have to return it by demand draft).
Regarding Implementation of Bond System
- As per Government Order No. 950/71-2-82/2017 dated 07.03.2018 (with amendments), students taking admission in MBBS or BDS courses at government medical colleges, institutes, or universities must fill and sign the bond for compulsory government service. Action will be taken accordingly.
- According to Government Order No. 1/676928/2025 dated 26.06.2024, if a student in a government or private medical/dental college leaves their seat after the last round of counseling and before completing the course, they will not be allowed to take part in the admission process for the next academic year.
